Background
Memoranda of Understanding are put in place to establish how a faculty member affiliated with the Veterans Medical Research Foundation (VMRF), Veteran Affairs San Diego Healthcare System (VASDHS) and the University of California San Diego (UCSD) allocates their percentages of effort of time-share between the three institutions to equal one hundred percent.
Purpose:
The purpose of a Memorandum of Understanding is to establish a clear understanding as to how faculty members affiliated with the three institutions allocate their time so that there is no overage in terms of allocated effort percent.
Application:
When it is determined that an individual with academic standing has paid appointments at VASDHS and UCSD and has effort on a VMRF project, a MOU between all three institutions is initiated by the VMRF Contracts & Grants department. All sources of effort from the three institutions are gathered. For the VMRF section, it is effort, not salary that is accounted for in the MOU, therefore non-salaried effort must be included in the total effort allocation. Effort is further broken down on the MOU form to allocate for Teaching & Clinical effort versus Research effort. The effort set forth in a MOU must be verified and signed by the faculty member, their VASDHS Service Chief, VMRF President, VASDHS Chief of Staff, UCSD Department Chair and UCSD School of Medicine before it is in effect.
