ADMINISTRATION of NON-VA FUNDED RESEARCH GRANTS

 

1. PURPOSE:

 

 Public Law 100-322 established Veterans Affairs Non-Profit research corporation to manage and administer non-VA funded research within the VA. It was the intent of Congress that overhead support for these funds should be used in support of VA research and/or education.

 

2. POLICY:

a. In order to achieve this goal it will be the policy of Research Service that all Federal non-VA grants, and private or corporate funded research (e.g., pharmaceutical company) which are performed at least 50% at the VA San Diego Healthcare System (VASDHS) and/or the Veterans Medical Research Foundation of San Diego (VMRF) space be administered by VMRF. Fifty-percent performance relates to where the work is actually done, e.g., lab space, office space, and computer hardware for database research. Research Administration will not sign the Request for Extramural Support (RES) form, as required by UCSD Contracts and Grants and by the NIH, for UCSD submitted grants that are not in compliance. Grant administration must be consistent with the VMRF/UCSD Research Agreement of April 21, 1999.

 

b. This policy is effective July 1, 1997. It pertains to all grant submissions both competitive renewals and non-competitive renewals. Center grants (e.g., PPGs, SCOR) will be administered where the majority of work occurs and/or at the institution of the laboratory/administrative space of the PI, with subcontracts for individual units to the entity where the work is performed (refer to VMRF/UCSD Agreement). Center grants may include an administrative unit, which will always be administered by the institution that will function as the prime awardee, independent of the actual location of the administrative unit. Exceptions to this policy will be granted only by written recommendation for approval by the ACOS R&D with final approval by the Medical Center Director.

4. RESPONSIBILITIES:

 

The members of the VMRF Board of Directors, in conjunction with the Executive Director of VMRF are responsible for the appropriate designation of projects as VMRF projects and the appropriate use of infrastructure funds to support the VA research program. Any of the responsibilities associated with exceptions to assignment of a grant to UCSD may be delegated.

5. PROCEDURES:

 

Investigators must submit grants, which fall within this policy to VMRF for administration.  The ACOS for Research & Development and/or the VMRF Executive Director must sign off on funds being appropriately submitted through either the University affiliate or VMRF.
